General Information

WILLIAM F. WARD

Mr. Ward, former First Deputy Attorney General for the Commonwealth of Pennsylvania, was admitted to practice in 1977 after graduating from the Temple University School of Law. Mr. Ward began his legal career as a Law Clerk to United States District Judge Louis C. Bechtle in Philadelphia. In 1979, Attorney General Griffin Bell appointed him as an Assistant United States Attorney for the Western District of Pennsylvania in Pittsburgh, where he served for nearly seven years, including as Chief of the Economic Crimes Section. While in private practice in Pittsburgh from 1986 to 1996, Mr. Ward represented individuals and organizations in civil, criminal and administrative matters.

In 1996-1997, Mr. Ward served as First Deputy Attorney General of Pennsylvania, the principal advisor to Attorney General Thomas W. Corbett, Jr., on all legal matters involving criminal prosecutions, civil cases and consumer protection. In March 1997, Governor Tom Ridge appointed Mr. Ward as Chairman of the Pennsylvania Board of Probation and Parole, a Cabinet-level position in Harrisburg, where he served until February 2003 when he returned to the private practice of law in Pittsburgh.

Mr. Ward concentrates in federal court litigation involving grand jury, criminal defense and complex civil litigation, such as antitrust, banking, civil rights, contract and securities cases. He is a member of the bars of the Supreme Court of the United States, the United States Court of Appeals for the Third Circuit, the United States District Court for the Western District of Pennsylvania, the Supreme Court of Pennsylvania and the District of Columbia Court of Appeals. He is active in community organizations and the Allegheny County, Pennsylvania, Federal and American Bar Associations.


HUGH F. McGOUGH

Mr. McGough was the City of Pittsburgh's chief labor and employment attorney for nine years, serving as Assistant Solicitor and Labor Relations Manager for three Pittsburgh Mayors.

Mr. McGough was admitted to practice in 1992 after graduating from the University of Pittsburgh School of Law, where he was inducted into the Order of the Barristers. During Law School, he was an intern in the Office of the Federal Public Defender for the Western District of Pennsylvania. He began his legal career as a Law Clerk to United States District Judge Glenn E. Mencer, who presided in both Pittsburgh and Erie. From 1994 to 1998, Mr. McGough was an attorney with Meyer, Unkovic & Scott, LLP, where he focused on labor and employment litigation in state and federal courts. His practice also included employer counseling and employee relations, internal investigations and legal compliance, as well as criminal defense.

In 1998, Mr. McGough became Assistant Solicitor and Labor Relations Manager for the City of Pittsburgh. He represented public officials, including Pittsburgh's Police Chief and Fire Chief, in litigation of labor-management disputes at the trial level as well as in the appellate courts. He litigated cases involving workforce reductions, discrimination, employee misconduct, wage and hour disputes, workplace torts and unfair labor practices. Mr. McGough defended the City of Pittsburgh in litigation arising from its designation as a "financially distressed" municipality, and in connection with a federal court Consent Decree requiring reforms to the City's police operations. He also handled constitutional litigation for the City and civil service proceedings.

Mr. McGough authored the Non-Discrimination and Anti-Harassment Policy governing the City's workforce of 3,500 employees. He trained managers and supervisors on fair employment practices and oversaw internal investigations of employee complaints. He represented the City in traditional labor matters such as arbitrations and collective bargaining. He was the City's negotiator in collective bargaining with the Fraternal Order of Police and in interest arbitration.

Mr. McGough is a member of the bars of the United States Court of Appeals for the Third Circuit, the United States District Court for the Western District of Pennsylvania and the Supreme Court of Pennsylvania. He is active in community organizations and the Allegheny County, Pennsylvania, and Pennsylvania Bar Associations.

Mr. McGough holds a masters in journalism. Prior to becoming a lawyer, he was a news reporter and producer at WPXI and KDKA. He also served as an adjunct professor of journalism at the University of Pittsburgh and in its prison outreach program at Western State Penitentiary.
